Philosophy Class – the Photographer, the Spy, and the Observer…?

The scenario: The spy watches the photographer take a picture of a beautiful view. The photographer has no idea he/she is being watched. The observer watches both the spy and the photographer, but is himself/herself undetected by either party.
The question: Who “gets the last word”? Who loses? Why?

OK, I get it (sorta) Nobody wins, and nobody loses. But why? What are the disadvantages and advantages of each. I don’t get it.
This is due tomorrow, and I don’t get this class at all.
My mom just said that the observer is isolated. I am confused even more. Why?
Apparently no one wins or loses. “each one wins and each one loses”
